Introduction
The National Education Leadership Academy (NELA) is a Guyanese Ministry of Education initiative that develops the skills of practising and aspiring education leaders. It provides structured professional training for head teachers, district education officers, instructional leaders and other education professionals.
History and Background
NELA was established as a permanent national training structure within Guyana’s public education system. It responds to the need for qualified school and district leaders who can translate national education policies into effective teaching, school management and improved student outcomes.
The Academy plans to train two cohorts of approximately 100 participants each through its flagship leadership programme.

Funding and Support
NELA is financed by the Global Partnership for Education, with the Inter-American Development Bank managing the grant and UNESCO-IIEP providing technical expertise.
Participation costs are covered by the programme. Selected learners also receive a laptop for use during the training period, supporting their participation in online courses and digital learning activities.
Flagship Training Programme
The NELA Flagship Training Programme combines online courses, face-to-face workshops, mentoring and practical projects.
The curriculum covers:
- Education policy, governance and financing
- Leadership for educational transformation
- Instructional leadership and student success
- Education planning and policy alignment
- Applied leadership and project-based learning
Participants design and implement data-informed improvement initiatives addressing challenges within their schools, districts or education communities.
Programme Structure
The second cohort is scheduled from December 2026 to July 2028. It includes 57 active learning weeks spread over 18 months and approximately 360 learning hours.
The blended format includes:
- Self-paced online learning
- Weekly virtual sessions
- Individual and group assignments
- Three mandatory workshops in Georgetown
- Mentoring and project support
- A final report and project presentation
Eligibility
The programme is primarily intended for aspiring and practising leaders in Guyana’s public education system.
Applicants should:
- Work within the public education system
- Have at least eight years of relevant experience
- Possess basic digital literacy skills
- Be 45 years old or younger or have at least ten years remaining before retirement
- Be able to commit approximately six to eight hours each week
Selection considers geographic diversity and representation from schools, regions and institutions facing educational challenges.

Leadership Training
NELA provides long-term professional development that combines leadership theory with practical application in schools and districts.
Applied Improvement Projects
Participants develop projects addressing real education challenges. These projects are designed to produce inclusive, measurable and sustainable improvements.
Community of Practice
A national community of practice is being developed to encourage peer learning, professional networking and collaboration among education leaders.
Regional Collaboration
NELA is also emerging as a model for educational leadership development in the Caribbean. In 2026, an education delegation from Barbados visited Guyana to study the Academy’s approach.
