Maldives Innovation and Digital Company Limited: Advancing National Digital Transformation

Introduction

Maldives Innovation and Digital Company Limited (MINDCo) is a 100% government-owned enterprise that leads digital transformation and technology-driven public-service development in the Maldives. It develops national digital platforms, modernises government services and supports the country’s digital economy.

History and Background

The organisation was established in 2019 as TradeNet Maldives Corporation Limited under Presidential Decree No. 11/2019. Its original purpose was to develop the National Single Window and modernise international trade procedures.

In October 2025, Presidential Decree No. 30/2025 renamed the organisation Maldives Innovation and Digital Company Limited. The change expanded its responsibilities beyond trade facilitation to national digital infrastructure, public services, artificial intelligence and technology-sector development.

Mission and Purpose

MINDCo aims to create simple, efficient and innovative solutions that accelerate the Maldives’ digital transformation.

Its priorities include:

  • Developing national digital platforms
  • Improving online government services
  • Supporting artificial intelligence and emerging technologies
  • Strengthening digital skills
  • Integrating citizen-support systems
  • Promoting local ICT products and services
  • Supporting a secure and inclusive digital economy

Governance and Structure

MINDCo is owned entirely by the Government of Maldives, with the Ministry of Finance serving as its sole shareholder. It operates under the Companies Act and the Corporate Governance Code of the Privatization and Corporatization Board.

The company is overseen by a Board of Directors and managed by teams responsible for technology, finance, business development, branding and administration. It publishes annual reports, financial reports, corporate policies, tender announcements and Right to Information disclosures.

Funding and Grants

MINDCo is not a traditional foundation or regular NGO grant-maker. Its work is primarily financed through government assignments, digital-service operations, national programmes, partnerships and project-based arrangements.

  • National Contact Centre: An integrated support system that helps citizens access government information and assistance.
  • Digital capability development: Training and institutional support related to digital leadership, artificial intelligence and emerging technologies.
  • ICT ecosystem development: Support for local technology products, digital marketplaces and export readiness.

MINDCo’s impact comes mainly from developing and operating public digital infrastructure rather than distributing charitable grants.
