Maldives Innovation and Digital Company: Advancing National Digital Transformation

Introduction

The Maldives Innovation and Digital Company Limited (MINDCo) is a state-owned enterprise responsible for supporting digital transformation in the Maldives. It develops technology solutions that simplify government services, modernise international trade and improve public access to essential information.

History and Background

MINDCo originated as TradeNet Maldives Corporation Limited, established in 2019 under Presidential Decree No. 11/2019. Its initial purpose was to develop the Maldives National Single Window and improve coordination among agencies involved in international trade.

TradeNet later developed oneGov, a unified platform for government services. In October 2025, the company was renamed Maldives Innovation and Digital Company Limited through Presidential Decree No. 30/2025.

The new identity reflects its expanded responsibilities under the Maldives 2.0 Roadmap 2025–2028.

Mission and Purpose

MINDCo’s mission is to develop simple, efficient and innovative solutions that accelerate the Maldives’ digital transformation.

Its main objectives include:

  • Digitising government and council services
  • Simplifying public-service procedures
  • Developing secure national digital platforms
  • Improving access to government services across the islands
  • Automating institutional processes and workflows
  • Supporting digital literacy and capacity development
  • Modernising international trade procedures
  • Promoting an inclusive digital economy

Governance and Structure

MINDCo is a government-owned company governed by a Board of Directors and managed by an executive leadership team.

It serves as the Government of Maldives’ technology and innovation arm. Its responsibilities include coordinating digital initiatives, designing public platforms and supporting government institutions during service transformation.

Corporate policies, annual reports, financial reports and procurement information are published through the organisation’s governance section.

Funding and Procurement

As a state-owned enterprise, MINDCo finances its work through government-supported projects, service operations, commercial arrangements and partnerships with public institutions.

The company does not primarily operate as a grant-making organisation. Instead, it publishes tenders and procurement opportunities for businesses, consultants and technology providers that can support its projects.

Major Programs and Initiatives

oneGov

oneGov is the Maldives Government’s unified digital public-service platform. It allows individuals and businesses to find, apply for and monitor government services through one online location.

The platform provides more than 418 services through over 24 institutional partners.

Tradian

Tradian is the Maldives National Single Window for international trade. It enables businesses, transport operators and government agencies to submit and process standard trade information through a centralised digital platform.

The system aims to reduce paperwork, improve coordination and make import and export procedures more efficient.

Contact Centre

MINDCo operates the country’s first omnichannel government support network. Citizens can request assistance through telephone calls, email, online chat, social media and in-person support.

Maldives 2.0

MINDCo plays a central role in implementing the Maldives 2.0 national digital-transformation vision.

Its responsibilities cover three major areas:

  • Citizen-centred digital public services
  • Digital transformation across economic and social sectors
  • Development of the national digital economy

Digital for All

The Digital for All campaign seeks to improve digital literacy and inclusion throughout the Maldives. The initiative aims to reach approximately 225,000 people by 2028.

Impact and Examples of Work

MINDCo’s platforms are helping government institutions replace paper-based procedures with faster and more transparent digital services.

Examples of its impact include:

  • Providing hundreds of government services through oneGov
  • Digitising Addu City Council permits and public-service applications
  • Enabling online access to disability, food, foster-parent and single-parent assistance
  • Simplifying international trade through Tradian
  • Providing public support through an omnichannel contact centre
  • Supporting digital-skills development and technology inclusion
  • Reducing unnecessary visits to government offices

These services are particularly important for people living outside Malé, who can access public services without travelling between distant islands.

From its beginnings as TradeNet to its expanded role under Maldives 2.0, the company has developed platforms that improve government efficiency, international trade and public-service accessibility.
