Introduction – What Is the Eastern Europe Foundation?

The Eastern Europe Foundation (often branded as the East Europe Foundation or EEF) is a Ukrainian nonprofit charitable foundation focused on fostering civil society development, effective governance, community resilience, and socioeconomic growth across Ukraine. Established with roots in the Eurasia Foundation network, it has grown into one of the leading civil society support institutions in the country, collaborating with international donors, governments, communities, and local organisations.

History and Background

The Eastern Europe Foundation traces its origins to 1992, when its team worked as part of the Eurasia Foundation — an international network that included national and regional operators in countries like Azerbaijan, Armenia, Georgia, Moldova, and others.

In 2007, Ukrainian partners decided to establish an independent entity, laying the groundwork for East Europe Foundation to operate as a standalone organisation. By 2008, it began activities as an international charitable foundation, building on its founder’s experience and best practices in community and civil society development.

Since then, EEF has delivered over 100 programs of various scale and complexity, directing tens of millions of dollars into national and local initiatives focused on strengthening community capacities and enhancing governance.

Mission and Purpose

The mission of the Eastern Europe Foundation is to transform Ukraine into a country that serves and protects its people, promoting a modern, innovative, and competitive society. It aspires to support a democratic, accountable government, a vibrant civil society, and strong local communities where citizens can realise their full potential.

EEF’s strategic goals include:

  • Strengthening civil society and civic engagement
  • Promoting effective, democratic governance

  • Mobilising resources for community development and innovation

Governance and Structure

The Foundation is governed by an independent Board of Directors comprising prominent Ukrainian and international figures from business, governance, and civil society. This board provides strategic oversight, advocates for key issues at high levels, and supports institutional development.

EEF also operates with the support of an Advisory Council and professional staff — bringing together project management, public relations, monitoring and evaluation, technical expertise, and program implementation capabilities.

Key Programs and Activities

The Eastern Europe Foundation implements a broad range of programs and initiatives aimed at strengthening Ukraine’s social fabric and governance structures. These include:

Civil Society Development and Institutional Support

EEF implements programs that build resilience and capacity for civil society organisations (CSOs), including training, mentoring, and institutional strengthening to prepare Ukrainian CSOs for sustained impact — especially important amid ongoing challenges such as war and recovery efforts.

Good Governance and Digital Transformation

A major pillar of EEF’s work is supporting e-governance, transparency, and public-sector reform. Through projects like digital register development, civic tech solutions, and e-democracy platforms, the foundation helps modernise government functions and promote accountability.

Grants and Local Community Support

EEF administers grant competitions to support local NGOs and CSOs across Ukraine. For example, competitions under programs like “Capable and Resistant” provide funding for initiatives helping vulnerable groups — including women, internally displaced persons (IDPs), veterans, persons with disabilities, and ethnic minorities — to respond to wartime challenges and community needs.

Economic Empowerment and Social Infrastructure Projects

The Foundation is also involved in local economic development, energy efficiency initiatives, and social support efforts — such as improving community services, enhancing employment opportunities, and installing energy-efficient infrastructure in public buildings.

Collaborations and Civic Tech Innovation

EEF often partners with the European Union, USAID, Swiss Agency for Development and Cooperation, and other international donors to run innovation competitions like “Act to Support,” which funds civic tech tools — such as chatbots and digital platforms — to aid communities in wartime and peacebuilding environments.

Impact and Achievements

Since its establishment, the Eastern Europe Foundation has made significant contributions to Ukraine’s development:

  • Invested over $66 million into national programs and local initiatives since 2008.
  • Issued more than $17 million in grants to support local NGOs and community organisations.
  • Helped introduce 81 e-services across Ukraine that increase transparency and reduce corruption.
  • Provided support to citizens and organisations through digital products and governance innovations used by millions.

EEF’s capacity-building programs have provided hundreds of hours of mentoring and training, helped partner organisations develop strategic documents, and equipped them with hardware and software tools to operate more effectively.

Partnerships and Donor Support

The Foundation receives funding and technical cooperation from a wide range of donors and partners, including:

  • USAID (United States Agency for International Development)
  • European Union institutions
  • Swiss Agency for Development and Cooperation (SDC)
  • German Federal Ministries and technical agencies (such as GIZ)
  • International NGOs and foundations
  • Ukrainian government agencies and private sector partners
