Introduction

The Asia-Europe Foundation (ASEF) is an intergovernmental not-for-profit organization dedicated to promoting understanding, strengthening relationships, and facilitating cooperation between the peoples, institutions, and organizations of Asia and Europe. Headquartered in Singapore, ASEF serves as the only permanent institution of the Asia-Europe Meeting (ASEM) and works across diverse sectors including culture, education, governance, sustainable development, public health, media, and youth engagement. Through conferences, exchanges, grants, leadership programs, research initiatives, and policy dialogues, ASEF helps build stronger connections between the two regions.

History and Background

Origins of ASEF

The Asia-Europe Foundation was established on 15 February 1997 following a decision made by leaders at the inaugural Asia-Europe Meeting (ASEM) Summit held in Bangkok, Thailand, in 1996. The creation of ASEF reflected the desire of Asian and European leaders to complement political and economic cooperation with stronger people-to-people exchanges and cultural understanding.

The Only Permanent Institution of ASEM

ASEF was formally welcomed by the ASEM Foreign Ministers during the First ASEM Foreign Ministers’ Meeting in Singapore in 1997. Since then, it has remained the only permanent institution of the ASEM process, serving as a bridge between governments, civil society, academia, cultural organizations, and citizens across Asia and Europe.

Expansion and Growth

As ASEM expanded over the years, ASEF’s membership also grew. Today, the Foundation brings together 53 partners from Asia and Europe, including countries, the European Union, and the ASEAN Secretariat. Through its extensive network, ASEF has implemented hundreds of projects involving thousands of participants from both regions.

Intergovernmental Organization

The Foundation is governed by a Board of Governors whose members are appointed by the ASEM partners. The Board meets regularly to provide strategic direction, oversee operations, and ensure that ASEF’s activities align with the priorities of Asia-Europe cooperation.

ASEF Cultural Grants

One of the Foundation’s most recognized funding initiatives is the ASEF Cultural Grants program, which supports collaborative cultural projects involving partners from Asia and Europe. These grants encourage artistic exchange, cultural cooperation, and innovative cross-regional partnerships.
